Bangalore: Barely a week in his new post and Lokayukta Justice Shivaraj V Patil has swung into action.
Carrying the baton forward from predecessor Justice N Santosh Hegde, Patil directed Lokayukta police to raid the offices of six sub-registrars in Bangalore Rural district on Monday. They found largescale financial irregularities.
Officials carried out raids in Hoskote, Doddaballapur, Jigani, Devanahalli, Anekal and Nelamangala. With land prices soaring on the outskirts of Bangalore, sub-registrar offices there are considered milch cows in generating illegal money through bribes.
Hoskote office: Second division assistant (SDA) J Vishwanath, who was in charge of collecting fee towards issue of encumbrance certificates, was found with excess cash of Rs 11,450 in his possession. Receipts towards registration fee were given for a total amount of Rs 37,600, as against Rs 22,340 in cash found with sub-registrar C Papanna — a shortfall of Rs 15,260. Both were booked under the Prevention of Corruption Act.
Doddaballapur: Sub-registrar C G Raikar and first division assistant Satish were found guilty of forgery and collecting less registration fee. Police found just Rs 15,675 from the office, though documents mentioned Rs 27,380, a shortage of Rs 11,705. Suo motu cases were booked against two officials and an agent, C Jayanna, who had Rs 17,650.
Jigani: Cases were booked against agents Satish and Kishore, sub-registrar M Srinivas and second division assistants Chandrashekhar and Puttaraju. Srinivas and Chandrashekar were found guilty of collecting less fee towards encumbrance certificates: instead of Rs 1,55,440, the actual amount found was Rs 77,515, a difference of Rs 76,925. They also found Rs 8,890 with Chandrashekar, Rs 25,700 with Satish, and Rs 37,800 with Kishore.
Nelamangala: An excess of Rs 2,480 was found in the registration section. Unaccounted cash of Rs 40,470 was found in the possession of a broker. In the encumbrance section, a broker was found with Rs 5,770 in cash.
Devanahalli: A broker was found with Rs 59,050 in cash. Officials in this office failed to explain a shortage of Rs 1,600.
Anekal: Cash deficit to the tune of Rs 20,245 was found in the encumbrance certificate section. An unofficial person was also found functioning in the office.

SUSPENSION IN FOCUS
Lokayukta Justice Shivaraj V Patil will persuade the government to make it mandatory to seek the institution’s permission to revoke suspension of officials raided by the Lokayukta. He regretted that officials raided or trapped are often reinstated to the post, sometimes with a promotion.
